Slow, Shmlow. You'd be surprised on how many times I've successfully hit with a Falcon Punch in a competitve battle. It's all about the timing and the prediction. But yeah, Super Armor does make Bowser's Day. You'd just have to tell your foe that Bowser's Side Smash now has Super Armor in BBrawl, or else it would just be cheap (tournamentwise, people recognize Brawl+ much more than BBrawl, people still can't stop riding the Melee d*ck). I guess the explosion could stay, but smaller.
And as for Link's arrow, the angle should stay and the knock back should only slightly go up when fully charged. How they didn't even alter it in BBrawl ver.2 is beyond me. I used to kick ass with Link before BBrawl in Normal Brawl (using the Short Hop-Clawshot tech to get close, scare the foe or just do 4-10% at a range), but as a Link user, I think those arrows are too "overpowered" or too awesome.
Another overpowered thing would be Sonic's Spiking Spring. I believe that it should spike, but only if it's executed directly above the foe's head. A spiking proyectile is sort of ghey (I'm also a Sonic user, so I should know). Other than that, Sonic's fine and really improved, I like it how his other Smashes have more knockback and that he can combo better.
But all in all, I think I would need to see these mods used in tournaments. I only people I BBrawl against that are good is my cousin (and he mainly uses Marth, Ike and Toon Link and since I use so many characters and he uses so few, I normally have the advantage of new characters while he uses the same) and a friend (just as good as me, but mainly uses Falco and rarely a few others, and I normally have an edge over him because I grab a lot more than him, therefor turning the battle into one I have more control over... especially when I use Ness, who has a high knockback BBrawl back throw, easily KOing people).
